Note: Lots of dead people. I probably didn’t do a very good job of portraying scale in the last panel but The Devil’s are all sizes even the size of mashina. So most of the “higher ups” are fairly on par, they make the smaller lesser intelligent ones do the heavy lifting.

anime; some of those are Higher up devils yes. Lords, intermidiates, lessers. I know its clechet to have them all cloaked and mysterious but I figure its not necessary to know any specific villains (asside from Genya Zerai) untill next book.
Anonymous cloaks for anonymous characters makes sense. I wonder what they want the mashina bodies for? To make more devils, perhaps?
Maybe they use them as some sort of sacrifice to a huge tree like entity, maybe a recently seen character affecting the futures of certain characters who don’t really want to be here… Or maybe I just do not know what the hell is going on… I will cease with this ramble and wait for more!
Hey nice progression on this page! Looking better every time I check in. I can actually say that those people in the 5th panel are corpses, because I was not sure the first time I saw the page.
